CORE PURPOSE OF JOB
|
The Deputy Director Demand and Acquisition will be responsible for managing all aspects of the supply chain management function and provide the necessary support to the Director Supply Chain Management.
|
KEY PERFORMANCE AREAS
|
- Providing strategic leadership for all Supply chain related activities at the Nelson Mandela University
- Manage the supply chain and provide necessary support and information to the Director Supply Chain Management
- Responsible for the day-to-day management and administration of the supply chain management function for the Nelson Mandela University
- Development and implementation of procurement strategies aligned to the overall business strategy and in compliance with Nelson Mandela University Supply Chain Management policy
- Analyse and advise on the historical demand of the Nelson Mandela University
- Provide recommendations and assist with specifications at the sub-committee for capital purchases and provide mentorship through procedures and guidance to senior buyers regarding capital purchases.
- Chair supply chain management committee meetings and monitor decisions taken
- Design and implement budgetary controls that are effectively managed by the Senior Buyers
- Effectively manage the tender process from start to finish in line with Supply Chain Management Policy and procurement plans
- Assist as a member of the Capital Resource Allocation Committee (CRAC) sub-committee in decision making and ensure spending of CRAC within the specified time frame
- Monitor and control the Procurement Plan for all departments

CORE COMPETENCIES

- A good understanding of Supply Chain Management including procurement of goods and services, request for quotation and tender processes
- Understanding of e-business / e-procurement systems
- Ability to solve problems and advise on principles of good corporate governance
- Up to date knowledge of supply chain and procurement matters in the Industry
- Ability to apply and improve policies, procedures and systems
- Knowledge of BBBEE and PPPFA
- Excellent computer skills in MS Word, Excel
- Ability to compile value added reports
- Excellent skills in communication, leadership, judgement, decision making, strategic management, negotiation, analytical and problem solving
- Manage, develop and direct staff
- Ability to work under pressure and meet strict deadlines
- Must have a high degree of integrity, professionalism, confidentiality and attention to detail

REQUIREMENTS
|
- BCom Supply Chain Management or BCom Logistics Management
- 8 years’ experience in Demand and Acquisition
- 4 years management level experience
- Must have proven experience in Bid Specification and Bid Evaluation Committees including submission of quality reports and act as advisory to Tender Adjudication Committee
- Experience in Supply Chain Management in a Higher Education environment will be an advantage
- Knowledge of the ITS system will be an advantage
- Membership of the Chartered Institute of Purchasing and Supply (CIPS) will be an advantage
