Job Title
ICT Strategy Consultant
Role Purpose
The ICT Strategy Consultant is responsible for leading the formulation of a 5-year ICT Strategy, including current-state assessment, gap analysis, and the development of a practical implementation roadmap and prioritised project portfolio. The role ensures alignment between business objectives, ICT capabilities, and governance frameworks while advising senior stakeholders on strategic ICT decisions.
Key Responsibilities
ICT Strategy Development

Lead the development of a comprehensive 5-year ICT Strategy aligned to organisational and business goals.

Define ICT strategic vision, principles, and strategic objectives.

Align ICT strategy with enterprise architecture, digital transformation, and national or organisational priorities.
Current-State Assessment & Gap Analysis

Conduct enterprise-wide ICT current-state assessments across people, process, technology, and governance.

Perform detailed gap analysis to identify capability gaps, risks, and improvement opportunities.

Define target-state ICT capabilities and operating models.
Roadmap & Portfolio Development

Develop a phased ICT implementation roadmap with timelines, dependencies, and milestones.

Translate strategy into a prioritised project and programme portfolio.

Support benefits realisation planning and initiative prioritisation.
Governance, Risk & Compliance
-
Establish and align ICT governance frameworks in line with COBIT and ITIL.

Ensure compliance with ICT policies, standards, and regulatory requirements.

Support ICT steering committees, architecture review boards, and governance forums.
Advisory & Stakeholder Engagement

Act as a trusted advisor to executive management and senior stakeholders.

Facilitate strategy workshops, planning sessions, and executive presentations.

Produce high-quality strategy documents, roadmaps, and executive reports.
Qualifications
Education

Postgraduate qualification in Information Technology, Information Systems, Business, or related field

MBA (advantageous)
Certifications
Experience

Minimum 8 years’ experience in:

Proven experience leading multi-year ICT strategy engagements.

Experience in large enterprises or public-sector environments is advantageous.
