PURPOSE OF THE JOB

The primary role of the Internal Audit Specialist is to provide internal audit supervisory services to INSETA in accordance with the GIAS and mandatory elements of the IPPF.

Key Performance Areas

Outputs

Strategic Functions (10%)

  • Direct the identification, evaluation and monitoring of the risk areas and assist with the development of the Internal Audit Methodology, the three-year rolling plan and the Annual Risk Based Audit Plan.
  • Assist in leading the internal audit function in playing a strategic role in embedding the principles of good governance and ensuring that the standards of ethical behaviour are upheld.
  • Provide value added consulting activities that offer proactive as opposed to detective assurance.
  • Streamline audit processes to enable continuous monitoring of core processes to enable timely mitigation of risk events.
  • Partner more closely with key internal and external stakeholders to ensure optimal combined assurance to the Board and Management and make certain that key risks are appropriately addressed.

Audit Planning (30%)

  • Lead the review and assessment of systems of governance, risk management and controls to determine if INSETA has adequate standards/processes in place to achieve it`s objectives.
  • Supervise the performance of audits from identification and planning of projects to issuing and presenting of draft reports to Executive Management in accordance with the Global Internal Audit Standards and best practice frameworks.
  • Consider all INSETA requirements, deadlines for requirements, time needed to conduct audits, workforce availability and other elements affecting the audit schedule.
  • Obtain and analyse information from clients to plan engagements.
  • Draft Notification letters, engagement letters and Audit Planning Memorandums.
  • Establish risk-based audit programmes.
  • Conduct risk and control assessment of assigned department or functional area in established/required timeline for the development of the audit plan and the basis for planning audit projects.
  • Writes correspondence notifying auditee being audited of schedule, assigned individual(s), source of audit, records required and other pertinent information.

Audit Execution (20%)

  • Ensure that the audits are executed as per the audit plan.
  • Source relevant information required for analysis and testing.
  • Evaluate the suitability of internal control design and make recommendations on findings.
  • Manage audits to ensure that they are conducted within the time budgets and timelines determined as per the audit plan.
  • Follow up on the status of action plans as agreed with management in line with follow up procedures.
  • Perform consulting engagements to add value to the organisation.

Manage relationships with client management and other stakeholders (10%)

  • Effectively engage and communicate with auditee, audit team, other stakeholders and Internal Audit Manager.
  • Attend to client management expectations and concerns
  • Administer the Client Satisfaction surveys and ensure that the services of Internal Audit are rated satisfactorily
  • Provide input to the preparation of Audit and Risk Committee Reports

Audit and Management reporting (20%)

  • Decides on weaknesses and areas of improvement to report to management
  • Validate the accuracy of findings (enquiries, informal queries, counter-evidence, etc.)
  • Decides on severity of weaknesses.
  • Recommend solutions for improvement of processes and controls.
  • Draft audit findings for improvements in the economy, efficiency, and effectiveness of operations, control, risk management and governance of audit areas.
  • Coordinate the activities and involvement with various internal stakeholders to finalise audit reports.
  • Provide feedback reports on status of projects highlighting significant weaknesses and suggested improvements.
  • Compile reports to management, internal structures and the audit and risk committee

People Management and Administration (10%)

  • Responsible for assisting with the administration of Internal Audit activities (training plans, skills matrix, risk reports, IIA membership, etc.)
  • Administration of AG and internal audit findings tracking log
  • Coach, train, guide and develop internal audit team
  • Lead, manage performance and supervise staff allocated for reviews and other assignments and take responsibility for all outputs of the team.

REQUIRED QUALIFICATIONS AND EXPERIENCE

Qualifications

Minimum Requirement:

  • Grade 12 (or equivalent qualification) and;
  •  NQF 6 (or equivalent qualification)  in Internal Auditing/Auditing and Accounting as majors  
  • Member of the  Institute of Internal Auditors (IIA)

Preferred Requirement:

  • Professional registration with an appropriate accounting body (e.g. CIMA, SAICA, SAIPA, IRBA)
  • Added Advantage: Registration as a Certified Internal Auditor (CIA) or Certification in Risk Management Assurance (CRMA) will be an added advantage.

Experience

Minimum Requirement:

  •  A minimum of 3-5 years’ experience in Internal Auditing.
  • Experience in the Public Sector environment/SETA including knowledge of PFMA and GRAP
  • Knowledge of risk management, corporate governance, and internal control frameworks such as COSO, ERM, King IV, COBIT, etc.

REQUIRED KNOWLEDGE AND SKILLS

Knowledge

  • Strong background and experience with Audit Methodologies and techniques.
  • Knowledge of Global Internal Audit Standards
  • In-depth knowledge of internal auditing, risk management, the PFMA and Treasury Regulations
  • Prior success conducting External and/ or Internal Audits.
  • Ability to build relationships while asking tough questions.
  • Strong time management and organizational skills.
