 PURPOSE OF THE JOB

The key purpose of this role is to support the Skills Planning and Research Manager in the achievement of the strategic leadership to INSETA and the Insurance sector in line with achieving the objectives of the Skills Development Act (SDA) and the National Skills Development Plan (NSDP).

Responsible to supporting the development and maintenance of the stakeholder value proposition, and for enabling then achievement of the skills development objectives within the sector.

Outputs

Support the implementation of the INSETA Skills Planning Strategy 30%

  • Check for any changes to be implemented on INSETA MIS.
  • Provide inputs to IT developers for any require system changes.
  • Communicate any changes to all stakeholders by means of roadshows and workshops.
  • Inform stakeholders by email, telephone, and walk-ins of any changes.
  • Identify and mitigate any related risks in the execution of the objectives.
  • Manage related divisional contracts and ensure project compliance.
  • Attend and participate in Bid specification and evaluation committees and communicate feedback to relevant stakeholders.

Responsible for Mandatory- and Discretionary Grant Process 30%

  • Receive and acknowledge Workplace Skills Plans and Annual Training Reports (WSP/ATR) documents from stakeholders.
  • Capture WSP/ATR information on INSETA MIS.
  • Evaluate WSP/ATR for completeness and compliance with Department of Higher Education and Training (DHET) requirements.
  • Submit documents for approval to the Skills Planning and Research Manager.
  • Request outstanding information from stakeholders on non-compliant submissions.
  • Follow up and receive requested information.
  • Load requested information on INSETA MIS.
  • Increase the rate of WSP/ATR submissions.

Stakeholder Engagement 30%

  • Provide advice, expertise, and support to stakeholders and INSETA departmental units.
  • Address and resolve stakeholder queries.
  • Conduct tender briefing sessions with potential service providers when required.
  • Build and maintain stakeholder relationships.
  • Increase new stakeholder business by means of applying sound networking skills.
  • Identify ways to enter untapped markets.
  • Capacitate stakeholders to ensure their ability to navigate and utilize the INSETA MIS.
  • Advise stakeholders on Inter SETA transfer processes as required.

General Administration 10%

  • Assist and provide input to the development and management of the divisional expenses budget.
  • Continuous tracking and follow up on all documentation and queries.
  • Develop and maintain an electronic filing system for WSP/ATRs.
  • Ensure that all WSP/ATR documentation is drafted accurately within turnaround time, filed securely and confidentiality is maintained on an ongoing basis.
  • Collect all staff monthly reports and submit to manager.
  • Coordinate and arrange all travel, venue and accommodation within area of work as required.
  • Sorting and acknowledging all incoming email correspondence across various mailboxes.
  • Handling stakeholders’ queries via telephone, e-mail or walk in clients.
  • Providing administrative support to the manager.
  • Attend meetings and take minutes as required.
  • Provide all required documentation and information by DHET and Auditors.
  • Provide specialist support relating to advertising and recruitment of Sector Skills Facilitators as required.

REQUIRED QUALIFICATIONS AND EXPERIENCE

Qualifications

Minimum Requirement:

  • Grade 12 or equivalent  qualification and  
  •  A National Diploma (NQF Level 6) in Project Management, Business Administration, Public Administration, Human Resource Development, Education, or  related field.

Advantageous requirement:

  •  An NQF 7 Qualification in  Project Management, Business Administration, Public Administration, Human Resource Development, Education, or  related field.

Experience

Minimum Requirement:

  • A minimum of 3–5 years’ experience in skills development or SETA-related functions, including grant management processes and stakeholder engagement.
  • Demonstrated experience in working with the Skills Development Act, NSDP, and DHET regulations.
  • Hands-on experience using Management Information Systems (MIS) relevant to skills development.
  • Proven track record of conducting workshops, training, or stakeholder capacitation.
  • Experience working with Workplace Skills Plans (WSPs) and Annual Training Reports (ATRs), including assessment and compliance evaluation.
  • Proficiency in administrative coordination, document management, and stakeholder communications through multiple channels.
