Main Purpose (Role)

Responsible for overseeing the management of Health, Safety and Environment (HSE) activities performed by DRA, suppliers, and contractors to ensure full compliance and continuous improvement.

Main Functions Include:

  • Understanding and ensuring compliance with the DRA HSE specifications, the Mines Health and Safety Act 1996, the Occupational Health and Safety Act 1993, and any applicable foreign legislation.
  • Conducting audits of project HSE systems to drive consistent improvement.
  • Managing day-to-day HSE activities across the site.

Key Performance Areas and Responsibilities

Technical Expertise

  • Perform duties as outlined in Regulation 2.17.3 and 2.17.4 of the Mines Health and Safety Act 1996, and Regulations 17 and 18 of the Occupational Health and Safety Act 1993, including any relevant foreign legislation.
  • Advise the construction management team on HSE-related matters and provide feedback on the implementation and achievement of objectives.
  • Respond promptly and effectively to HSE challenges as they arise.

Contract Management

  • Coordinate and conduct monthly audits of contractors, monitor action plans, and ensure timely close-out.
  • Develop action plans in consultation with the construction management team to address negative indicators and reduce occurrences.
  • Promote and reinforce safe HSE practises continuously.
  • Ensure all key site personnel are familiar with applicable labour legislation, including DRA policies and procedures.

Quality Management

  • Coordinate health and hygiene monitoring on site, ensuring deviations and reports are promptly communicated to the project team.
  • Manage environmental monitoring results and ensure appropriate responses to reports and deviations.
  • Oversee HSE investigations and maintain high-quality standards.
  • Advise on revisions to HSE standards following investigation outcomes.
  • Conduct monthly compliance audits on contractors and DRA, reporting findings and ensuring follow-up actions are completed.
  • Manage and monitor the performance quality of the project HSE team.

Communications

  • Maintain open and honest communication with contractors and suppliers.
  • Identify and coordinate potential HSE impacts stemming from project schedule deviations with construction teams.
  • Report HSE-related construction and technical matters to the Construction Manager and Discipline Engineer.
  • Ensure all HSE events are reported in accordance with project HSE procedures.
  • Engage actively with site teams, including discipline supervisors, fostering a positive and constructive morale across the site.
  • Lead and manage subordinates and contractors to ensure thorough attention to project HSE activities.
  • Ensure DRA site HSE supervisors and contractor HSE personnel fulfil their designated tasks and conduct daily inspections.
  • Promote an actively caring culture throughout the project.
  • Oversee and verify the project onboarding process.
  • Guide all DRA and contractor employees on HSE matters.

HSE Management

  • Ensure compliance with legislation, project HSE specifications, and client requirements.
  • Implement and maintain the DRA TSC programme on site.
  • Coordinate implementation of observation processes, including behaviour observations, event reporting, and planned task observations aligned with the contractor PTO schedule.
  • Ensure comprehensive risk management processes are in place.
  • Focus on preventing unsafe behaviour through coaching and addressing identified antecedents.
  • Identify shortcomings and recommend corrective measures aligned with DRA HSE specifications.
  • Ensure all work complies with approved project environmental and social impact assessments, plans, and legislation.
  • Assist the Construction Manager with HSE duties in accordance with mine legislation and procedures.
  • Coordinate the establishment of project HSE objectives, targets, and associated plans.
  • Assess compliance with the Project Legal Register and distribute action plans to meet minimum legal requirements.
  • Maintain comprehensive records of all project HSE correspondence and documentation for system review and audits.
  • Coordinate and report project lagging and leading indicators weekly, distributing reports to relevant project team members.
  • Ensure all observations and trends are closed out with implemented action plans.
  • Confirm the DRA site facility complies with relevant regulations and that HSE registers are current and signed by the Construction Manager.
  • Document and communicate all incidents and corrective actions to all employees.
  • When at-risk behaviour or deviations are identified, stop the relevant task reasonably and engage affected employees or teams to reassess and agree on revised measures to safely continue work.

Experience

  • Minimum 10 years’ overall project-related HSE experience – Essential
  • At least 5 years’ experience in an HSE management role – Essential

  • Minimum 3 years’ experience managing contractors in an EPCM/EPC environment – Essential
