Job Title: Project SHE Manager

Location: Site

 

Main Purpose of the Role:

To manage Safety, Health and Environmental (SHE) activities performed by DRA, suppliers, and contractors, ensuring compliance with relevant legislation and project specifications.

 

Key Responsibilities:

1. SHE Compliance and Technical Expertise

  • Interpret and ensure adherence to the DRA SHE specifications, Mines Health and Safety Act 1996, Occupational Health and Safety Act 1993, and any applicable foreign legislation.
  • Execute duties as outlined in Regulation 2.17.3 and 2.17.4 of the Mines Health and Safety Act 1996 and Regulations 17 and 18 of the Occupational Health and Safety Act 1993, plus relevant foreign legislation.
  • Advise the construction management team on SHE matters and provide feedback on implementation and achievement of SHE objectives.
  • Respond effectively to SHE-related issues and challenges.

2. Contract Management

  • Conduct and/or coordinate monthly audits of contractors, monitoring action plans and ensuring timely close-out.
  • Develop and implement action plans addressing negative indicators in consultation with the construction management team to reduce incidents.
  • Promote and reinforce safe SHE practises continuously across all site activities.
  • Ensure all key site personnel are familiar with relevant labour legislation, including DRA policies and procedures.

3. Quality Management

  • Coordinate health and hygiene monitoring on site, ensuring deviations are reported and addressed promptly.
  • Manage environmental monitoring results and ensure appropriate responses to deviations.
  • Oversee SHE investigations, monitor their quality, and recommend revisions to SHE standards based on findings.
  • Conduct monthly compliance audits on contractors and DRA personnel; report findings to construction and project managers and ensure follow-up actions are completed.
  • Manage and monitor the performance quality of the project SHE team.

4. Communication and Leadership

  • Maintain open and transparent communication with contractors and suppliers.
  • Highlight potential SHE impacts arising from project schedule deviations to construction teams.
  • Report SHE-related construction and technical matters to the Construction Manager and Discipline Engineer.
  • Ensure all SHE events are reported in line with project SHE reporting procedures.
  • Engage actively with site teams, including discipline supervisors, fostering a positive and constructive atmosphere.
  • Lead and manage subordinates and contractors to ensure all project SHE activities receive appropriate attention.
  • Ensure DRA site SHE supervisors and contractor personnel perform their designated tasks and conduct daily inspections.
  • Promote a culture of active care and safety awareness throughout the project.
  • Oversee the project onboarding process for SHE compliance.
  • Guide all DRA and contractor employees on SHE matters effectively.

5. SHE Management

  • Ensure compliance with legislation, project SHE specifications, and client requirements.
  • Implement and maintain the DRA TSC programme on site.
  • Coordinate and ensure implementation of observation processes, including behaviour observations, event reporting, and planned task observations according to the contractor's PTO schedule.
  • Oversee comprehensive risk management processes to prevent unsafe behaviours through coaching and alignment of identified antecedents.
  • Identify shortcomings and corrective measures related to DRA SHE specifications and communicate accordingly.
  • Ensure all work complies with approved environmental and social impact assessments, plans, and legislation.
  • Assist the construction manager in fulfilling SHE duties in accordance with mine legislation and procedures.
  • Coordinate the establishment of project SHE objectives, targets, and associated action plans.
  • Assess compliance with the Project Legal Register and distribute action plans to meet minimum legal requirements.
  • Maintain accurate records of all SHE-related correspondence and documentation for auditing and system review.
  • Report weekly on project lagging and leading SHE indicators and distribute findings to project team members.
  • Ensure timely closure of all observations and trends with implemented action plans.
  • Verify that the DRA site facility complies with relevant regulations and that SHE registers are up to date and endorsed by the construction manager.
  • Document and communicate all incidents and corrective actions to all employees.
  • If at-risk behaviour or deviations are identified, stop the task reasonably, engage affected employees, reassess the task, and agree on revised safety measures.
