PURPOSE OF THE JOB

The key purpose of this role is to support the Learning Division in the successful coordination and administration all programmes: Work Integrated Learning, Skills Programmes for Youth, Career Development Services, STEAME Programmes, Employability Programmes, Infrastructure Development, Entrepreneurship development, Employer and Higher Education Institution Partnerships.

Key Performance Areas

Outputs

Performance Reporting 30%

  • All projects performance reported to be accurate and in the prescribed format.
  • Ensure the correct administration of performance reporting of all beneficiaries to OPDR.
  • Ensure alignment of performance reported with OPDR versus the divisional numbers.
  • Attend to and resolve all performance queries.
  • Liaise with relevant administrators to resolve all the outstanding documentation.
  • Maintain audit ready performance evidence on EDRMS for internal and external Audits as required periodically
  • Maintain a performance reporting tool for the division

Discretionary Grant Expenditure Portfolio 30%

  • Monitor validation of discretionary grant expenditure evidence.
  • Liaise with administrator and specialist on queries and ensure resolution
  • Administer the quality assurance of the  payment batches for approval.
  • Maintain discretionary grant expenditure audit file
  • Maintain a discretionary grant expenditure for the division
  • Ensure the invoice tracker is updated accurately by administrator
  • Maintain and report on the Commitment register periodically

Discretionary Grant Administration 30%

  • Administer the recommendation letters and application feedback process after DG approvals
  • Ensure that all recommendations have been issued and received by intended recipients
  • Quality assurance of contracts, withdrawal letters, addendums and closure letters
  • Maintain and updating of take-up report, finance dashboard, claw back report periodically

Stakeholder Expectation Management 10%

  • Represent the Learning Division as first contact including responding to communication professionally and building professional and supportive relationship internally
  • Resolve queries and complaints in a manner that maintains the stakeholder relationships within the defined timeframes.

REQUIRED QUALIFICATIONS AND EXPERIENCE

Qualifications

Minimum Requirement:

  • Grade 12 or equivalent and;
  • National Diploma in ( NQF 6) qualification in Project Management/ Business Administration/Financial Management or related field.

Experience

Minimum Requirement:

  • A minimum of 3 to 5 years relevant experience in Programme Management which includes discretionary grant process
  • Experience in the SETA environment.

REQUIRED KNOWLEDGE AND SKILLS

Knowledge

Minimum Requirement:

  • Knowledge and understanding of the PFMA and NT regulations
  • Preferred Requirement: Knowledge and understanding of the appropriate legislative and regulatory frameworks. (PPPFA, BBBEE etc.)

Skills

Minimum Requirement:

  • Attention to detail, ability to work under pressure and meet deadline under challenging circumstances.
  • Strong administration skills
