Position Title: Chief Information Officer (CIO) / ICT Manager


1. Role Purpose

The CIO / ICT Manager will provide strategic leadership, governance, and operational oversight of company`s ICT environment. The role ensures alignment between ICT strategy and organisational objectives, while driving digital transformation, cybersecurity resilience, data governance, and modern technology adoption.


2. Key Responsibilities

2.1 ICT Strategy and Governance

  • Develop, implement, and maintain ICT strategic and implementation plans aligned to SAWS’s mandate.

  • Establish and oversee ICT governance frameworks, policies, standards, and best practices.

  • Advise executive management on emerging technologies and innovation opportunities.

2.2 IT Infrastructure and Applications

  • Oversee the design, implementation, operation, and optimisation of ICT infrastructure and enterprise applications.

  • Ensure system availability, performance, scalability, and security.

2.3 Enterprise Architecture

  • Define and govern Enterprise Architecture frameworks to ensure alignment between business processes, systems, data, and technology platforms.

2.4 Digital Transformation

  • Lead digital transformation initiatives, including system modernisation, automation, and adoption of new digital technologies.

2.5 Cybersecurity

  • Establish and manage cybersecurity strategies, controls, and risk management frameworks.

  • Ensure compliance with relevant ICT security standards, policies, and legislation.

2.6 Disaster Recovery and Business Continuity

  • Develop, implement, and regularly test Disaster Recovery (DR) and Business Continuity (BC) plans to ensure organisational resilience.

2.7 Data Management and Protection

  • Oversee data management, governance, and data protection practices, ensuring compliance with applicable data protection legislation.

2.8 Cloud, Data Analytics, and SaaS

  • Lead and govern the adoption of cloud computing platforms, data analytics solutions, and Software-as-a-Service (SaaS) technologies.


3. Minimum Qualifications

The resource must hold an Honours degree or Undergraduate degree in one of the following fields:

  • Information Technology Management

  • Information Systems

  • Digital Innovation

  • Computer Science

  • Any other Information Technology-related field

4. Minimum Experience

  • Proven work experience in a CIO and/or ICT Manager function, preferably within a large or complex organisation.

Evidence:

  • CV clearly demonstrating experience in a CIO / ICT Manager role.


5. Certification Requirements

The resource must possess one or more of the following certifications:

  • Certified Information Systems Security Professional (CISSP)

  • Certified Information Technology Business Professional (CITBP)

  • Certified Chief Information Officer (Pr.CIO or CCIO)

  • Project Management Professional (PMP)

  • Information Technology Infrastructure Library (ITIL)

  • TOGAF (The Open Group Architecture Framework)

  • IT Governance & Management certifications (e.g. ITMLP, CGEIT)

  • COBIT (Control Objectives for Information and Related Technologies)

  • Certified copies of valid certification(s).
